Emergency Protective Preparedness Exam Series

The Emergency Protective Preparedness Exam Series began as an emulation of the Scout FireManShip, now Fire Safety, badge criteria. This training aid was developed in response to and by the requests of local troop administrators with multi-participant training assistance requirements.

The practicality of interviewing & reviewing each scout was inefficient, extremely arduous and the instruction, not group oriented.

The content, derived from personal experience and official curriculum, was prepared in 1992 for group administration. This on-paper tool converted to electronic medium in 1998 when other group program opportunities presented themselves.

Today, the on-line exams for -- Archery -- Crime Prevention -- Emergency Preparedness -- Family Life -- Fire Safety -- First Aid -- Genealogy -- Safety -- Wilderness Survival -- Hiking -- Personal Fitness -- Personal Management -- Communications -- and Damage Assessment, from the American Red Cross, Disaster Emergency Services, -- are available for global, public distribution.

All exams are presented in a similar format, closely extracting every element of the subject matter. A timely level of expertise is relayed to instructor & student. Text materials from the organizations they serve are widely available and easily obtained.

I am known as Robert Havlicek, Scout Counselor & have created this series to help ready individuals, families, troops & the community for real or imaginary exercises before, during and after they actual occur.

The Frequently Asked Questions, Answered:

01. Are there Answer Sheets available?

Exam answer sheets are not available because:

We adults also benefit by the review of the material. - Counselor's & other professionals are available to assist with unresolved questions. - Most answers are available directly from the text materials & pamphlets. - It is difficult to verify just who and for what intent the requests are made. - Some of the correct answers are unique to the student or the organization. - As a mentor, you will become better prepared to answer more spontaneously.

02. What are the recommended administrative procedures?

Scouts should be advised to take the exam without study, as an "open book" review, reassuring themselves that they have as many "right" answers as possible. Study materials/pamphlets, etc. are available from local Scout Troops, Public Libraries, Retail Supply or Sporting Goods Vendors, Scout Council Service Centers and the BSA National Distribution Center.

Next, contact a local Counselor, discuss their use & study of the exam. Arrange for an appointment. Suggest that the Counselor check the completed exam and review the answers together. If the Counselor agrees, both Counselor and Student are assisted. Adult Scout Leaders and members of the community are also encouraged to participate in the "Open Book" portion of this review process.

Counselors are advised to again administer the exam under their terms, review the answers found in error and, time permitting, randomly reviewing a select group of most important answers even though correctly answered by the Scout applicant. Practical applications, inspection of projects and prerequisites would routinely follow.

The Damage Assessment Exam is the product of years instructing Red Cross Volunteers and working actual disaster incidents. The information precisely follows the Red Cross Program, leaving no stones UN-turned. The text book is known as the ARC 3029, available from your local Red Cross Disaster Services Unit. A free Red Cross instructor lead course is available for local classroom participation.
